Date picker not showing up for not logged in users.

When the user is not logged in and is able to create an issue, the date picker doesn't show up when clicking on it. If the user login, it works.

Steps to Reproduce:

1. Install a JIRA 6.0.4
2. Create a project with a date field
3. Give access to it to anonymous users
4. Try clicking the date picker when creating the issue without logging in

Expected Results:
The dater picker should show up when not logged in

Actual Results:
Nothing happens and the user can enter a invalid date, the issue will not be created but no message errors will be displayed.
