Component Lead should be selectable in the notification scheme

When configuring a notification scheme, there is no ability to set set component leads to events. This would be helpful to us as we have projects with many components, and various component leads. Our notification schemes are "turned down" so as not to become a source of spam emails when hundreds of issues are added/edited each day.
