Add drag-and-drop functionality for setting post function order in list

Of course, it would be great to add drag-and-drop functionalities to newly added post functions or validators on transitions, but in case that is too difficult it would be nice just to enter their order number manually.

You understand that when you have, for example, 10 or more post functions and you want to add new one to the end of list, you have to click like 10 times on down arrow link.
