Defective evaluation license.

Hello.
I have tested my plugin with JIRA with test license from the Atlassian SDK.
Why license has too small count of users - only 5 users? For my tests needed unlimited count of users. Or something about 500 users.

Can you modify test license? Can you make test license for the unlimited users or increase count of users to 500 users?
