On the Browser Project page, users will often want to see a list of Open or Unresolved issues. Under "Component/s" and "Versions" it even says, "with open issues" listed (should say "number of open issues"). This establishes "Open" as an issue status.

However, Users that want a list of Open or Unresolved bugs must accept that there is no "Open" or "Unresolved" preset filter for them to click on. They must accept the introduction of a new term, "Outstanding," for no apparent reason.

One-time use of entirely new terms in place of ones that are already defined is a common usability flaw. Confusion results.

A single name for each status would be best for users and for documentation. I'm not yet aware if "Outstanding" is used elsewhere in JIRA.
