JIRA filter subscriptions - only notify with NEW issues

      Currently I have a notification set up for a filter to notify me every 2 hours. Since there are a few open issues in the filter, I get notified every 2 hours. What I really want is to be notified there is a NEW issue in the filter. I can't set this up on a project basis,
