Loading Project Administation page for Projects with a large number of Issue Types times out and shows the maintenance screen

Loading administration page for project with a large number of issue type will hit the "Down for maintenance" screen.
It is suspected to be HTTP request timing out.

It's a risk for all Projects that use the Default Issue Type Scheme, as it includes all Issue Types in the JIRA instance and could gradually grow to a level that will result in timeout errors.

Workaround:
create smaller Issue Type Schemes for specific Projects.
