Replace or extend "Manage Watcher List" permission with "Add watchers" and "Remove watchers" permissions

      As JIRA administrator I'd like to grant JIRA project users right to add other watchers but not grant right to remove other watchers.

      With single "Manage Watcher List" permission one can either grant both or none of these two rights which is not flexible enough.
