Bugzilla import: All "LATER" bugs became "WON'T FIX"

      Import from Bugzilla. Bugs that had RESOLVED/LATER status appeared in JIRA with a RESOLVED/WON'T FIX status.

      We manually added a corresponding status in JIRA called DEFERRED, but all of these bugs had to be manually reset from WON'T FIX to DEFERRED.
