Steps to repro:

• Disable user in User mgmt interface by unchecking the Active tick box.
• Go to Send Email in admin interface
• Send email to a group which the above member is a part of
• Check the email set on the inactive user and you will see that an email has been sent

Expected:

• Inactive user should not receive email notifications.
