Search for issues in All Issue Types does not allow selection of all custom fields

      When I search for an issue in the search screen, a custom field in the more option is grayed out.

      The problem is with the issue Type filter. When "Type ALL" is selected, the system does not let you search a custom field that is not in all the screens/ issues types. You must select the each screen that the custom filed is in.

      The "Type ALL" should let you search by any custom field.
