Description
Steps to Reproduce:
- Login user with Administer permission.
- In an issue of any type, click on Admin dropdown button in opsbar.
Expected Results:
The drop-down menu should list:
- Add field
- Where is my field?
- Perrmission Helper
- Notification Helper
Actual Results:
"Where is my field?" will sometimes not display.

It's possible that the way that you arrive at the issue screen could be important - as navigating away and then coming back to the issue can change whether the "Where's my field?" option is now displayed.
Workaround
This seems to occur any time there is no "jql" header request. If you display the issue in the "search for issues" screen, then it shows up, but loading the issue with its standalone URL does not show it. Add "?jql=gibberish" to the end of the URL, and then it shows up again.
