      Current situation: when there is no explicit tooltip for a suggestion in the dropdown, the dropdown text (for example "Bug" in issue type dropdown) is used for title attribute, and as a consequence for system tooltip.

      Instead we should provide tooltip only when:

      • there is significant description different to the text
      • text is too long and would not be entirely visible (see JRA-23921)
