      For organizations that re-use Workflow Schemes across hundreds of projects, the new Draft Editing feature introduced in JRA-5254 can be very slow, bringing an instance to its knees.

      I think this could catch many admins off-guard. For us with 230 projects re-using a Workflow Scheme, it takes about 20 minutes to finish. Just going to the initial first step (1 of 2) takes about 2 minutes.

      There are some slow DB queries as well...this one for example takes 100 seconds and is called 70 times:

      I think the risk here is that it could leave some issues in an invalid state if users are actively using JIRA while this long tasks finishes.
