JiraLockederror page is not reachable

Here are the step to reproduce the issue on Linux or Mac environment:

1. Create a file call .jira-home.lock with read only file permission.
2. Startup JIRA, then JIRA will be locked.
3. Run the open JIRA home page it will redirect to http://jiralockederror instead of http://<JIRA base URL>/jiralockederror.

In some of the Browser, when it set to search the URL in google when it is not found, it will be redirect to http://www.jiralockederror.com/ which is really confused user.
