Make the quick-create dialog work in admin areas

      With the new common header, there's a Create issue button in admin sections. At present, clicking the Create Issue button in admin will go to the on-page form instead of the Quick Create dialog.

      The quick-create dialog can't work properly in admin areas because of how custom fields are defined: the javascript required to make custom fields work is only targeted at the atl.general context.

      We'd like to make the Quick Create dialog work in admin. However, doing this would require plugins for Custom Fields to change their contexts – this work requires significant changes to how Custom Fields define and deliver their assets: see JRA-36936 for the details of this work.
