This behaviour should be consistent with the 'View Watchers' badge.

Current behaviour:

• Browse to an issue
• Click on the badge next to 'Votes'
• I am taken to a new page titled 'Voters' with a list of voters and a chart.

Expected behaviour:

• Browse to an Issue
• Click on the badge next to 'Votes'
• An inline dialog opens showing a list of users who voted for the issue.
• If no users have voted for the issue, there is a message 'There are no voters.'
• Clicking away from the dialog closes the dialog
• If I don't interact with the dialog it closes after xx time
