When a user changes the date/time format in "Look and Feel" preferences, they are not respected in the notification e-mails. The problem is that the date/time formatter that is put into the velocity context is the hard coded SimpleDateFormat, not OutlookFormat that is used throgh out JIRA. The formatter is set in atlassian-velocity module.
