REST (get) issue throws error if WorkRate is very large

      If an issue has no original estimate and yet has work in the log then the WorkRatio field is very large.
      Getting this issue using REST throws an exception since the numeric field does not fit into an INT32
      Coding in MS Vis Studio 2012
