Bulk Change uses filter from navigation context instead of the one displayed in the UI

      Steps to Replicate

      Suppose you have Project A (PA) with 500 issues and Project B (PB) with 800 issues.

      1. Open a browser tab and run a filter in it (e.g. Project = PA) which returns 500 issues.
      2. Open a second browser tab and run a different query (e.g. Project = PB) which returns 800 issues.
      3. Go back to the previous tab (PA issues) and click on Bulk Change.
      4. The bulk change window will display 500 issues from the last executed query, in this case, Project B.

      This might cause users to accidentally bulk change (even delete) issues from the wrong project.
