As a jira-administrator, I would like to specify the Global (non-configured project) Issue Type Scheme.

      Custom JIRA installs generally have an explosion of issue types. The 'Default Issue Type Scheme' is not appropriate as for 'Global (all unconfigured projects)' use.

      First thing I do when spinning up a new JIRA install is to copy the Default and name it 'Default (Non-Global) Issue Type Scheme'. For generic projects, I associate this scheme...but you need to remember!

      It would be nice to specify which scheme to use as the default for non-configured projects.
