Issue Deleted Event Notification is not sending to Component Lead

Steps to Reproduce

1. Create a Test Project A
2. Create a component in Test Project and assigned to User A.
3. Ensure Outgoing Mail Server configured and working
4. Create a Notification Scheme
5. Under Issue Deleted Event, set to User B and Component Lead
6. Associate the Notification Scheme to Project A
7. Create a Test issue with component.
8. Delete the Test issue

Expected Result

Both User A(Component Lead) and User B receive the notifications.

Actual Result.

Only User B receive the notification

Note:

Most of the system event triggered notifications to Component Lead except Issue Deleted Event.
