Cancel link on bulk operation on step 4 is not working

      Steps to reproduce:

      • Search for some issues on the issue navigator
      • Select Tools -> Bulk Change
      • Select some of the issues to perform a bulk change (step 1)
      • As an operation, select Delete Issues (step 2)
      • Click "Next" on step 3
      • On step 4, click cancel
      • Nothing happens.

      Expected behavior: the bulk delete operation should be cancelled.
