Confusion between "Config" and "Edit" in Admin UI

      Through the JIRA administration and customization interface many fields have the option to either "Config" or "Edit" the field. There does seem to be some logic to how these are applied (Edit changes the item itself, configure changes how the object is used?) but it's quite confusing for new administrators and adds extra complexity even for experienced admins.

      Any chance of improving the admin UI? It's all through setting up custom fields and screens.

      The overall meta-model of configuring JIRA is complicated enough.
