Minsk time zone: There is no changing to winter/summer time

      I have configured time zone in JIRA's profile to Minsk, but unfortunately I have noticed that now time differences with real time in one hour.
      Current time is http://24timezones.com/world_directory/minsk_local_time.php.
      Please, fix that.
