As a User I'd like to be able to add Comments from the top of the page rather than scroll down

      In JIRA 5.2.x, clicking the 'Comment' button from the top of the page, provided a form at the top that allowed users to add comments there.
      This made reviewing previous comments much easier. In 6.x, this was removed. Any chance to add this functionality back in?
