When creating an issue link in OnDemand, the whole issue link table disappears

      Bert's steps to reproduce (see corresponding numbered screenshots):

      1. Initial: An issue is open on OnDemand with one issue link:
      2. Add link: Clicking on the “+” button beside the issue link panel (not with the Edit button at the top of the page) a 2nd issue link is added:
      3. BUG: After the Link button is selected the screen does not display the Issue Links panel:

      Workaround: After clicking Refresh the Issue Links panel reappears with both links displayed (screenshot 4)
