getApplicationProperties().getString(APKeys.JIRA_ATTACHMENT_SIZE) returns null

For freshly installed JIRA 6.1 getApplicationProperties().getString(APKeys.JIRA_ATTACHMENT_SIZE) will return null which results in incorrect messages, like: "The maximum file upload size is Unknown?." and break integrations like JIRA to JIRA Issue Copy which relay on this value present.
