"What new in Jira" is keep popping even i select "no show". Looks like you have bug, please fix.
Also, this update for "dummies" should not pop right in the face of busy working user rather you should use a more subtle UI notification that does not interupt user workflow
ie: yellow 50px band on top of page .. if user does not interact within a few seconds it should auto disappear. If user does not interact with it after the second login then it should disappear for good as it means user dont' care to read about your update.
