After disable the DVCS plugin the issue view page hung when tried to reload it

      Here is the steps to reproduce the issue:

      1. Create a new project with a new issue.
      2. Disable the Dvcs connector plugin.
      3. Reload the issue view page.

      The initial goal of disabling the plugin is to remove the commit tab in the issue view page.

      As a workaround solution, we can just disable the model "Dvcs Changesets Tab Panel" in the DVCS plugin connector to remove the tab.
