Steps to reproduce:

• Use the Contact Administrators JIRA-BASE-URL/secure/ContactAdministrators!default.jspa to send a notification to JIRA Administrators.
• Send the mail.

Actual behaviour:

• The mail that the administrators receives is plain text and contains only only:

  templates/email/html/contactadministrator.vm
  

Expected behaviour:

• The message in the form should be delivered to the administrator.

Workaround:

You can reply to the mail and ask for details as the mail sender is preserved.
