"Create Project" dialog not coming up for fresh 6.0.8

      Starting a fresh copy of 6.0.8 does not trigger the "Create Project" dialog.
      wseliga reports his new instance coming up with the description field rendering as plain text as well, but that wasn't the case when I tried it.
