We are planning to use JIRA projects for managing customer incidents. As the customer will have direct access (with named account) to these projects, it is essential to be able to discuss/comment the issues internally by changing the comment visibility to a certain project role.
Right now a comment by default is always "Viewable by All Users". As for the above mentioned incident management queues this would be rarely the case, it would much improve the usability to allow configuring the default comment visibility on project level. The same applies to worklogs.
e.g. Comments and Worklogs are by default only visible to the "Users" role
