Add Permission named "Ability to Edit Own Tickets" and rename "Ability to Edit Tickets" to "Ability to Edit All Tickets".

Do this in the way like it made with comments editing permissions.
In the current permission scheme of JIRA there is no possibility to doesn't allow to users/developers to modify tickets text that they did not created. It was not so trouble when tickets editing was only by clicking "EDIT" button (previous major versions of JIRA). But current version of JIRA (v6.x) is allowing to edit tickets just by clicking on the text (easy-to-use mode).
Also, there is no any needs to allow other developers to change a ticket that you had wrote. For example, permissions may be configured in the following way:
