While disabling inline edit no longer allowed, it would be great that JIRA have another ability to disable the keyboard shortcut globally where other users will not able to do inline editing an issues via keyboard shortcut.

For example:

1. If a comma "," is typed during viewing an issue, a search box will appear on the top.
2. So a field can be edited by using comma "," to searched it out.
