As a project administrator, I would like to be able to add new users to a project role from the assignee field in an issue

Often I realize that a user is not available in the asignee field because they are not added to an assignable user role, so that means that I have to go back to the admin and add them to a role.

It would be nice if:

• I started typing the username and it displayed greyed out, grouped in a category saying "Not in assignable user role" or something of the like
• Upon selecting the unassignable user, JIRA would prompt me to add the user to an assignable role
• Once the role is selected in the prompt, the user appears in the field as an assignee

Without this not only project administrators need to go all the way to the backend, but not all project administrators know how to do this. This means that adding a user to a project can require 2 project administrators at a time in order to coordinate the change to the project configuration.
