Generate more test data in test resources

Currently, the test resources that are used in AMPS JIRA plugin contain no projects, and only one "admin" user.

This is unlikely an ideal initial set up for most plugin developers.

I would propose to make the following changes to the test resources:

• add a new 'sysadmin' user that has system administrator permission
• change the current 'admin' user to have only administrator permission (revoke the system administrator permission)
• add a new non-admin user 'joe' or 'fred'.

Ideally the changes mentioned above are the same across all product's test resources to make it easier to write tests for cross-product plugin.

Additionally, we should also make the following changes specifically for JIRA:

• add a new project "TEST"
• add a couple of issues to the "TEST" project, ideally in various state, and with comments.
