To make certain special configurations like to allow issue navigator export more than 1000 rows of search, it is required to change the properties value in jira-config.properties and restart JIRA.

Considering that there are already certain similar configurations e.g. jira.search.stable.max.results that are configured from JIRA's Advanced Settings in General Configurations page, it would be better if most of the other configurations currently done from the jira-config.properties file where equally available through the Advanced Settings, so that the administrator can set the value without needing a restart of the JIRA instance.

This would also make it easier for Admins to track all this configurations in one place rather than have them scattered in isolated places.
