Make sub-tasks eligible for notification

      We need sub-tasks to have the same level of notification as the parent.

      Top level issues, e.g. Feature, can be set to notify assignee when assigned, but sub-tasks under the issue apparently can not, and do not receive email notification when similarly assigned. The Notification Helper, in fact, raises a "No Matches" when the issue number for the sub-task is input into the field.
