i18n remotable add-on shown under user installed add-ons instead of system

      The i18n remotable add-on is showing under user installed add-ons after upgrading to JIRA 6.0.x. Previously this was recognized as a system add-on. It is also recognized as a system add-on in Confluence 5.x.
