Would be nice to be able to tell the system that another user wants to "watch" a bug

    Description

      Very often, I'm finding while using the system that I'm entering a bug report "for" someone else, maybe it's an email, maybe a conversation in the hall, whatever.

      When I enter the report, I'd like to be able to tell JIRA that "joe blow" wants to watch this issue, not me (maybe I do too, but that's another story).

      I realize that that could be an issue in some houses, so it'd probably be the kind of feature that only certain users would have access to.

      Just a thought.
