Sub-task will be created under the project of a most recently watched issue

Summary

Whenever a sub-task is created from a gadget on the dashboard, it will be allocated under the project of which the most recently watched issue. If a sub-task is created via the view issue screen, this behavior does not exists.

Steps to Reproduce

1. Watch an issue in Project A.
2. Navigate to dashboard, create a sub-task for any issue under Project B.
3. A new issue (a sub-task should be created but due to this bug, JRA-33726, an issue is created), will be created under the Project A, instead of Project B.
