CSV Import external projects creates JIRA-system-defined entities "Unassigned" (User) and "Unresolved" (Resolution)

    Description

      If a CSV import file contains:

      • User "Unassigned"
      • Resolution "Unresolved"

      these entities are being created upon import, even though, they exist already in the JIRA-system as "virtual entites" (aka NULL).

      The CSV importer should not create those entities upon import physically.
