Jira installer does not create the home directory for user Jira, even if it does create the user.

Due to this several things go wrong much later, one clear example is this documented error https://confluence.atlassian.com/display/JIRAKB/Could+not+lock+User+prefs+Unix+error+code+2 – still the root cause is that that the created user does not have a valid home directory.

Note: tested on Debian but probably reproductible on all platforms where we have a Jira installer.
