Issues created with attached images, referred to with wiki markup are not rendered correctly in email notifications

      If I create an issue, with an image attached, and within the description of the email, include wiki markup to refer to that image, eg

      Here is a picture of an !admin-icon.png!

      In the HTML notification, whilst all standard icons get a full URL, wiki markup referred images only get a relative URL:
