      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      As of JIRA 6.0, administrators will be able to import/export workflows to https://marketplace.atlassian.com. This of course, requires connectivity to Atlassian's servers.

      This is similar to the Universal Plugin Manager reaching the plugin servers, but it provides an offline mode:

      We should disable the import/export to Marketplace if UPM is set into offline mode and only allow for local import/exports.
