Bulk Operation should have a progress indicator

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      Currently, when performing a large bulk operation, the Confirmation (step 4) web page just hangs until the operation is complete.
      I recommend replacing it with some sort of a progress indicator, so that the user can be assured that something is actually happening, and that the bulk operation is progressing.
