URL encoding "View Workflow" link fail when workflow name contains "&" character

Steps to reproduce:

• Create workflow with a name containing "&" character(s), for example "Bug & Improvement Workflow"
• Assign this workflow to one or more issue types
• Create some issues
• Click on "View Workflow" Link (having the corresponding permission)

Copy link location of the "View Workflow" link into a new browser window:
See the "&" character in the link (which is not working of course).
Replace the "&" character with "%26" and the link/diagram works again.
