In the Create issue dialog, if the user has uploaded an attachment, and then changes the issue type, the attachment get deselected without notifying the user

Steps to Reproduce:
1. Bring up the create issue dialog.
2. Fill in contents.
3. Add attachments. Notice that the added attachment is checked
4. Without submitting, change the issue type.
Notice that the dialog refreshes, but the attachment is unchecked
