Adding the property jira.issue.editable = false to an issue step will not prevent all editing. We set this flag for the closed step, but users are still able to delete / remove Issue Links.

Steps to reproduce:

Add the step property jira.issue.editable = false
Add a link to an issue
Transition the issue to the status mentioned above
Remove the link.
